The other day it was pointed out by tarunlohia29 on the forums that under Windows, sometimes users may experience the error "The process cannot access the file because it is being used by another process.". This doesn't seem to happen on Linux as Windows sometimes takes a bit longer to close files in use than on other OSs. After identifying this issue, I am pleased to announce that the Windows build of v1.3.1 have been fixed!  Simply download it again to obtain the fix!
